Low-hydrogen electrodes exist to keep hydrogen out of the weld, because hydrogen is one of the four ingredients of delayed cracking. Their coatings are also hygroscopic — they absorb moisture from the air. A low-hydrogen electrode left on a bench in a humid shop stops being a hydrogen control and becomes a hydrogen source, which is a specifically unhelpful thing for it to do. That is the entire argument for rod ovens, and it is why storage is written into consumable specifications rather than left to preference.
Why moisture matters
Hydrogen cracking needs four things at once: hydrogen in the weld, a susceptible hard microstructure, tensile stress from restraint, and the joint passing through a critical temperature range as it cools. Remove any one and the mechanism stops. Consumable storage is the cheapest and most controllable of the four, which is why it gets so much attention on code work.
It is also the failure mode with the worst timing. Hydrogen cracking is often delayed — it can appear hours or days after the weld is finished and has passed visual inspection.
